Transit Development and Operations Plan

2026-2030 TDOP

The Transit Development and Operations Plan (TDOP) is the five-year work plan for the regional public transportation system. The TDOP outlines a service implementation plan and capital improvement program, as well as mobility and other programs that will guide VRT’s growth in the coming years.

The resulting program of projects and revenue plan demonstrates a shared regional plan for public transportation in the Treasure Valley. Performance measures for programs and services will allow VRT, its partners, and the public to measure progress and engage in data-driven decision-making during the biennial update of the plan and annual future budget cycles. The TDOP includes a five-year operating and capital budget for the agency that outlines specific local, federal, and directly generated funding goals.

VRT has improved this plan by adding the following sections:

  • Local funding assessments that expand on each organization’s capital projects (Appendix A)
  • Index for capital projects (Appendix B),
  • Contingent projects that give insights into projects that are not fully funded (Appendix F) ,
  • Expansion projects that are most relevant to the Treasure Valley over the next five years (Appendix H).
